It could also be caused by the carb float, perhaps the height is incorrect
or the float needle or needle seat is worn/damaged. I've got a complete
workshop manual here that also lists the factory carb "settings". If you
have the carb number (should be on it somewhere, if it's a genuine Keihin)
and the exact C70 subtype (or engine/frame number) then I could look it up

My 1980 C70 Honda does similar things and I thought fuel feed.Cleaned
tank and lines and added filters.Seems O K and does it again and
still.It is a 4 cycle.but what else is left to do? When this "starving"
happens,I pull choke out 1/2 way and it runs great.Wish I cold pick up a
reasonable used carb.Anyboby????
