The hole in some pistons is with reed-valve engines only. Your Tomos sucks
it's mixture like mosst other old 2-strokes through the inletports
(Schnürle patent reversed flow)
Your floater is either leaky or the point is damaged. If you replace the
floater because it's damaged, you'll probably have to replace the top of
the floatchamber too.
If these parts are not available, you could dip the point in some grinding
paste (the stuff mechanics use the grind in valves) , and grind it in it's
seat. Maybe it's just dirty, and cleaning will do the job too..

Yes, it's an Encarwi carburettor. A83 is the type. The main jet is fixed.
Choke operated through a little thingy on the twist grip, which allows the
throttle valve further down. Idling must be adjusted at the cable end.

The two blue ones; you already found out, one goes to the HT-coil, the
other goes to the switch to turn the engine off, by shorting that wire to
Yellow comes from your lighting coil and should be connected to lighting

I've got one, it's pretty basic though. It's in Dutch, so I guess it won't
do you much good.
Maybe I'll scan the pictures in, translate it to english, and dump the
whole thing in my I-drive.
