What you need is the wiring diagram instead of guesses. I am not sure how
the Puch is wired, but on the Tomos the ignition points are grounded through
the tail light bulb. So, if the bulb is burned out the ignition will not
work. The way to defeat this safety feature is to route the ignition points
ground directly to a ground. This is easy enough to do and is a procedure
often used on a Tomos to test the ignition.
An alternative is just to carry a small jumper wire to ground the points on a
temporary basis. That would get you home or far enough to get another bulb.
