Maybe simple, cut/disconnect the black wire to the kill switch where it
comes out the ignition to rule out any kill switch problems..
as a simple test (hope you don't have hart problems..) touch the open black
wire when starting...you get a good electro shock when coil is functioning..
cheapest testing equipment in the world..

I would think that you would have to repair the moped to see if the seller
mislead you.
I buy and sell on ebay, and things can happen in transit. But I have been
told things which are were not true about a lap top.
