Those cams that you describe seem to be just the thing to move the wheel back
and tighten the chain. The wheel nuts need to be tight - I would guess about
17 to 20 ft. lbs. would do. But I am a little confused why the back wheel
does not turn freely unless your brakes are adjusted rather tight and moving
the wheel back tightens them a little more to the point where the brakes are
dragging causing the wheel to be hard to turn. Try to release the brake and
see if the wheel does turn freely.
