It's not too hard.
Putt a hand ful of nuts and bolts or something similar in the tank
together with water (yes, water). Next you start shaking the tank so all
rust will be scraped of of the inside, that will take about 5 mins. When
you're done with that let it out through the fillcap.
Flush the tank with water and let it dry in a warm area. Flush it again
with a gasoline oil mixture after it has dried.
Sealing fluids are not recommended for moped gastanks.
