It was sold at least in Germany since this is a scan from Motorrad Katalog
1998.. And yes, this moped was sold under the Sachs brand name,
but it was produced entirely by Tomos. The engines aren't
license-built, because Tomos manufactures them for Sachs and
doesn't sell them under it's own brand name.

No, these are OEM parts made specifically for 1st build-in. I don't think
they're allowed to sell any components made for outside customers to end
users. So you couldn't buy let's say a cheaper wheel hub for BMW F 650 as a
spare part directly from Tomos if that's what you meant.
