You have two options: either purchasing a new unrestricted CDI (Tomos AT motorcycle CDI unit is compatible with star-shaped A35 moped magnetos) or installing the old ignition type (<1995) with contact breakers, which would probably be cheaper. Methods like "cutting the red wire" which can be used on some scooter CDI's don't apply in this case as the limiter works by progresivelly retarding the preignition point rather than just cutting ignition at certain RPM and thus doesn't have a independent RPM sensor to cut off.
