The Razz is pretty much the same as a honda Spree,$400 is kinda high for
a 1984 especially if it needs anything,but they are supposed to be
ok.you could probably get a repair manual from the same dealer who has
the kickstart as well as installation advice,my advice if you want this
razz is to offer seller $300 as is or $400 if he buys and installs
kickstarter,seeing how this will be your first bike you might want to
consider one that runs.good luck........W
